OOC: I'm changing to different bio.
Caesar wove his handseals, creating a giant dragon of earth. The dragon coiled around him and Caesar poured Moondust onto the dragon. The dragon, now enhanced slammed into the clone, ripping a hole straight through its stomach.
(Doton: Dosenkiryū) - Earth Release: Earth and Stone Dragon Technique
Type: Offensive
Rank: S
Range: Short-Long (made within Short, but reaches up to Long)
Chakra: 40
Damage: 80
Description: The user after performing the required hand seals Horse → Dog → Bird → Ox → Snake will create a large dragon of earth erupt from the ground and direct it towards the enemy with devastating force. This technique much resembles the Water Release: Water Dragon technique.
( Mūndasuton: Nīru āmusutorongu ) | Moondust: Neil Armstrong
Type: Supplementary
Rank: B - A
Range: Short - Long
Chakra: N/A [+10]
Damage: N/A [+20/Depends on Technique]
Description: This technique is a simple infusion type ability in which the infusion of Mūndasuton would supplement and strength future earthen techniques. By simply adding an additional hand seal to earth style techniques being used, the user will add an extra portion of chakra into them in order to apply a "shroud" of Moon dust to them. The Moon Dust would shroud the earthen technique in a way that it wouldn't actually touch it, floating along with it about a centimeter or so. This rough shroud would give the technique additional damage due to the aggressive nature of Mūndasuton, but also give off the effects of Mūndasuton; This includes shutting down technologies and sticking to things that comes into contact with it. When activated this way, it would last 3 turns, applying the additional chakra to earth techniques as needed, though can only be used 3x max. A second variant of this is used on non damaging or defensive style earth techniques. By adding the shroud of Mūndasuton to these type of techniques, the user is able to make the technique damaging. The damage given to said technique would be directory proportional to their rank; I.e. S-ranks will carry 80 damage. A-ranks 60 damage. Etc. This variant is A-rank and can only be used 4x, on 1 Technique per use and can't be used while the B-rank variant is active. Affected Earth techniques retain the S/W of regular Earth Release.

The dragon would be formed with the Moondust already around it. Not applied after creation, but at the same time.

Okay here's redo.
Caesar formed a large cloud of Moondust. He then let the Moondust float in the air, before forming a large earth dragon that burst from the ground. The dragon went through the cloud of Moondust and aimed straight for the enemy's clone. It pierced through, ripping a giant hole through the clone's stomach.

Again, isn't how it works brother.

At the exact same time you're creating your earth technique, you'd also add a layer of moondust to it. There's no before or after. No cloud etc. While your dragon or wbatever you use it on is forming, the Moondust would be a part of the formation process. Try again.

Third Try.
Caesar created a large earth dragon with a shroud of Moondust around it. He then aimed it at the clone. Enhanced by the Moondust, it shredded the clone to pieces.

Caesar slammed his hands on the ground, casuing a multitude of walls to raise up, one after the other. The Moondust shrouding it, would give a little oomph. It hit the clone, but instead of simply slamming into him, the Moondust shroud ripped through it, cutting him in half.
(Doton: Tajū Doryūheki) - Earth Release: Multiple Mudwall Technique
Type: Supplementary/Defensive
Rank: A
Range: Short
Chakra: 30 (+10)
Damage: N/A (+20)
Description: Like the parent technique, it creates a reinforced wall of earth to be used as a defensive mechanism. However, the technique works in a different manner. Using a pre-existing source of earth, it allows the user to create multiple walls of earth, further fortifying their defense instead of forming a single wall, by slamming his hands on the ground.

( Mūndasuton: Ekuripusu ) | Moondust: Eclipse
Type:
Defense | Supplementary
Rank: B - A
Range: Short - Long
Chakra: 20 - 30 (-5 per turn)
Damage: N/A (20 per turn)
Description: This is a simple technique used usually to disarm the use of technology. With the use of 2 hand seals the user has a light amount of Mūndasuton begin to rise from the ground. This causes a light mist like cloud to cover the terrain, but it doesn't effect the visuals of anyone nor damage anyone. The dust would instantly cling to any technology on the field bar the users (due to having control of it not sticking to our things) and render it useless if it is of 1 rank higher than this technique or lower. If the user chooses, he could use this technique with a higher chakra cost, becoming A-rank but becoming more of a violent technique. This variant causes more of a localized dust storm that does the same as the weaker version, but also eats away the technology and anything else the user chooses. On technology and other things weak to Mūndasuton, it would take direct A-rank damage from this technique, but on human/living flesh, it would eat away at them by 20 damage per turn, sticking to their bodies if not delt with. The A-rank variant can only be used 3x and only lasts 3 turns. It would also need a 2 turn cool down once used. In either variant, should the cloud be removed, technology will resume function after one turn.
Here is the last Moondust technique. Please provide a object I can attack.

Can I use this tool of yours to attack with the move I posted above?
( Kyuu-tsuki ) - September
Type: Tool
Rank: A
Range: Short - Long
Chakra: N/A ( +50 per turn ) ( -50 per turn to an opponent )
Damage: N/A ( -20 to an opponent's technique )
Description: September is a small orb-like self-sustained chakra battery that can be pre-charged with basic chakra, or senjutsu chakra. If charged with basic chakra it will be compatible with any non-hostile shinobi. The battery has two capabilities called charge and drain. Charge allows a shinobi to draw chakra from the battery or apply it to their techniques and drain allows the battery to draw chakra from a shinobi or their techniques. The battery has a max capacity of two hundred chakra.

Charge: While in direct contact with the battery or while it is on their person a shinobi can passively absorb chakra directly from the battery through contact. It can be used while still hidden or in a pouch not needing to be pulled out. It allows the shinobi to draw up to two hundred chakra from the battery at a rate of fifty per turn allowing for them to regain chakra or to supply exhausted allies with chakra. It can also be used to provide senjutsu chakra instead of chakra at a quicker rate allowing them to gain ten percent of their chakra as senjutsu chakra but can only be done once usually exhausting the battery. When exhausted the battery is still able to use its drain ability. Alternatively, like the name implies the battery can be used to charge a technique with ten extra chakra providing it a twenty damage boost. This is done in the same timeframe as the augmented technique and can only be done twice with a two-turn cool-down.

Drain: If a hostile individual tries to use the battery it will absorb their chakra instead of giving them chakra at a rate of fifty chakra stolen per turn. The wielder of the battery is also able to instigate this process passively by making direct contact with the opponent allowing them to instigate the process stealing fifty chakra per turn where contact is made. Additionally, through this draining ability, the battery is able to steal ten chakra from a technique causing it to weaken by twenty damage. This is similar to the capabilities of the Scientific Ninja Tool: ( Abusōbu Ude ) - Absorption Arm on a much lower and more basic scale. Where that can absorb entire jutsu this battery can only absorb ten chakra storing it in the battery. This portion of the drain ability will cost a move slot, can only be used once per turn and only twice per battle.

Note: The wielder can only carry a single chakra battery
Note: Must state the ratio of basic chakra to senjutsu chakra that is found in the battery

Sora saw the small tool feeding chakra to his enemy. "Can't have that little thing givin' you chakra." He formed two handseals, and a light mist of Moondust covered the area. The dust clinged to the small object on his shoulder, surrounding it completely. It sputtered and shut down, falling to the ground.
