It all depends on how powerful the dust release is compared to rasenshuriken. And dust release may or may not hold the elemental advantage over the raiton shield due to it being both wind and earth.
Also its possible for raikage to dodge it since he is the 4th fastest char in the manga. It really all depends on how powerful the dust release is. I'll say muu for now, but he would have to pretty much use up all his chakra in order to down him.

3rd Rikage is way to fast to get hit with dust release in the first place...and any other tech that hits him wouldnt do anything. Even if he got hit with dust release we dont know if that would even do anything, do u think Dust Release is better than TBB?(maybe it is...it destroys everything i think) Because 3rd withstood TBB. If 3rd literally put a finger on Mu it would be over(even if Mu split he wouldnt have enough chakra to beat the 3rd). 3rd wins
umm dude mu could just go invisible how is the 3rd gonna doge someing he cant see. and by the way the 3rd isnt nearly as fast as his son A his main ability is endurance and i think dust release has this covered

no doubt its more powerful than any other individual element, but rasenshuriken holds the advantage of extreme shape manipulation which can mean it is stronger, though its AOE is smaller.

Dust Release is an combination of 3 elements. By it seems to be one of the best jutsus yet and strongest the only counter has been Tobi's S/T jutsu....Muu is stronger than the Raikage's that where shown in general to me....only a physical movememnt sensing technique can sense him while invisible. Ooniko was stopped from using Dust release because he would have erased and killed The turtle Island.

a base rasengan is PURE shape manipulation, and it is one of the most powerful techniques in narutoverse. Its because Rasengan is the highest level of shape manipulation, that adding an element to it is nigh-impossible and results in a jutsu as powerful as rasenshuriken.
when sasuke almost got wrecked by it and then tobi used Space time to suck up sasuke(or whatever) to save him..

Dust element has wind, which Lighting is weak against. But also has earth, which Lightning is strong against. So i think its safe to assume that if Raikage uses his lightning armor, and is hit by dust element, it will do nothing since the elements will cancel eachother out. And if Raikage can find Muu, then raikage wins.

Muu has a keen eye great reflexes to add to his invisibility and un-sensible chakra this gives him the advantage in a fight with close combat fighters like the 3rd.
I honestly don't believe the raikage can survive atomic buster even if he can I don't see him taking 2 or more.
