Best obviously goes to Minato or Hashi.

Anyway, we don't know how strong Muu or Oonoki was back then. Oonoki was only a kid and we don't know if Muu was in his prime. So that is TOTALLY irrelevant. We didn't see one jutsu used by them.

And that says what? You do realize during the era of Hashirama and Madara, Madara soloed them both. So if Muu was Oonoki's teacher then why didn't he just turn him into dust? Oh wait they got owned. Your trying to base something off destructive power which is BAD LOGIC! The 9tails has highly destructive chakara but he states that Madara's chakara is more powerful then his. Do you see where I am going with this? Someone being the "strongest" is not based off of one single thing. There is a reason why Hashirama was called the strongest Shinobi of his time, the same time that Muu and Oonoki lived in. To make matters even worse was Muu's reaction when Madara popped out of his coffin. You also forget that Madara's perfect Susanoo broke through Oonoki's dust release.
