Well,rain is basically water that comes from the sky.The ninja by infusing the rain with chakra,can give it deifferent abilities.For example,chakra sensoring.However,the user can use it to attack too,shaoing the rain into a dragon to attack the opponent.


The rain,as stated before,comes from the sky.More specificly from clouds filled with water.The best range,in my opinion,it'd be long range.

I thought it was short since every single rain jutsu was short-mid or short alone xd Except for the long range one,of course >_>'

Well,i am guessing its because creating rain jutsus may take too much time to be performed in short-range from an opponent,letting a big opening for an opponent's attack.

Lets hope i get this right atleast xd

Its best for mid range because like you said you dont have much time to do it.Your talking about TIME. I wanted you to say the EFFECT to.
