We all know Mu is a 1-man-army. He can become invisible, he can fly, he can sense chakra, and he can use Jinton techniques. Numbers do not matter against him.

The 3rd Raikage is a beast, no question. He is possibly the most durable character in the series, has top tier speed (just below A and just above Sage Naruto), top tier strength, and top tier stamina, but he got beat by some fodder ninjas. Didnt sasuke beat a thousand men an didnt break a sweat.

He didn't really lose to fodder ninja, he got tired out. Also, I think Sasuke fatally injured the 1000 people, not kill.
