Well you need a high place that doesn?t mean it has to be the highest.I have seen people use it without being in the highest place and it was valid.
So i can easily say i came out in a very large tree and used it from there
Yeah,you need a dragon fireball-level katon to be enough to heat the clouds up so my fire/wind combo should work.

For future reference you have to state that the fire jutsu was used to create clouds for Kirin in the turn that you used the fire jutsu. You can't use it to block his wind technique and then your next turn say, "oh by the way, that created clouds for kirin".
