He was Genjutsu'd and able to talk, if he was able to talk then this "barely able to talk" is nothing but a false assumption. He was physically able to talk, with absolutely no problems. Taking a pause in between two statements doesn't mean that he could barely talk, that doesn't even make sense.
Looking half dead isn't even a viable reason.
A small Amaterasu fireball burning him isn't going to stop him from activating Susanoo, he's already felt pain from using Susanoo, felt pain from getting his skin melted by Mei's mist, which melts far faster than Amaterasu yet you are saying he'll have issues activating Susanoo after getting burnt with Amaterasu? You aren't making any sense here.

Its proportional to his chakra. If he wants to make a small amount smaller than his hand then he'll make that amount. Not that hard of a concept to grasp.
It's going to at least take him a couple of seconds to even contemplate of using Amaterasu to inflict pain upon himself. It's something extreme and something he's never done before. And if he does use it on himself before the others finish him off, he's going to flinch from the pain since the pain has to be strong enough to release himself from the genjutsu. He isn't activating Susanoo the second later.
Just like it took him a few seconds to contemplate stabbing himself when he was just a Gennin in Part 1? Yeah, no. It being extreme and him having never done it before doesn't change anything at all.
Just like he flinched when getting melted by Mei's acid?
Just like he flinched when using Susanoo multiple times?
He is activating Susanoo and there is absolutely zero reason why he can't.
