itachi said out of his own mouth that he needed ems to fight "madara" and itachi died never knowing obito was "madara". tsukuyomi got countered by a 3t obito is a genjutsu master hed break it neg diff. koto does nothing but put in false thoughts and suggestions its useless in combat plus itachi doesn't have koto with him he gave it to naruto.
