He's allowed to use MS but it uses up much chakra.

In MS, he can only use Moves shown so far in the manga (susanoo)

Minato has 2 times his normal chakra.

Could minato take him?

Minato has the ability to take him under normal conditions. FLAME ON! Minato is hands down the fastest person in the Narutoverse. Tobi couldn't keep up with him even with Intangibility which Madara doesn't have. Minato can FTG to him, and seal him. If you say he can't you're a hater. I'm not a fanboy, I'm just logical.

His speed is nothing if he cant get inside Susanoo, which he cant do without placing a marker on Madara directly, which he cant do if Madara pulls it out before a marker is placed... Im not a fanboy. Why would Madara waste his chakra if he couldn't see Minato? He would feel no threat.

If he could fight ninjas hand to hand in the war there's no reason why he wouldn't try it with Minato.
