I'm not sure where you're sourcing your information but been recorded that the Human brain can process an image in as little as 13 milliseconds. This is still under the time it would take Gai's nerve impulses for muscle position to complete their journey as well as for him to travel to Itachi.

The 13 millisecond is at the humans peak. A regular human usually processes an image in a fraction of a second (from 0,1 to 0,05 of a second), not a fraction of a millisecond in the first go (as done in the research).

I think we all know that characters from Naruto can move faster than regular humans and react faster than us. They can also move even faster than they can see themselves (or, at least discern the difference happening in the surroundings...)

@ River: Hmm... Isn't that information also a downside to your opinion? Accessing the Hachimon allows the user to surpass their own physical limits since the gist behind Hachimon is to bypass the body's limits on the functions within it; which should naturally include eyes process of generating an image----Meaning that Gai should complete it in times less than 13 miliseconds and my previous point would still be in effect, however, in a quicker time-span conquerable by the regular Human Being: that it is still under the time it would take Gai's nerve impulses for muscle position to complete their journey as well as for him to travel to Itachi.
Tsukuyomi would need eye contact to work. Gai, however, developed ways to fight a Sharingan wielder, and one of them is not looking at their eyes. Tsukuyomi is bound to fail.

Lol The entire basis of Itachi standing the slightest chance is Tsukuyomi and a prayer, which unfortunately fails.

--Finger genjutsu is a GG, they have no counters to it at all, or Itachi can just shove crows at their faces and finish them off with another genjutsu, tsukuyomi is not even needed, as 8G guy gets taken out by genjutsu with ease,
--Itachi can use totsuka on thin air and proceeds to seal the entire location, including all the characters, or itachi can just totsuka blitz all the characters here
--Itachi can also use his kunai skills and proceed to behead most of the characters here
--Yata mirror tanks and redirects al their attacks, or itachi can just use Yata on the sun and rediirect it towards team 2, thus burning them to a crisp, amaterasu is not even needed either
--Sakura just watches itachi solo these fodders, as once itachi is done with them, he solos sakura as wellll thrugh amaterasu

The ability to surpass body's physical limits is different than the ability to surpass the limits of the mentality in the body; that is, the brain. Blood flow, speed, strength and increased overall power is irrelevant in front of brain's capacity to react and process events and experiences. Understand that the ability to process an image is dependent on neuron signals. Remember that this also applies in Naruto...
The speed required for one's nerve signals to command a muscle takes up about as long as one needs to process the image. However, when Gai would already be moving, Itachi's fate would be already decided; unless your point is that both have eye contact at the moment the fight starts, which still leads for Gai's win but with consequences.

Itachis totsuka seals anything that it pierces.
It can pierce the air and then everyone around it would get sealed
Yata mirror is also said to have been able to tank anything and will redirect all their attacks right back at them
They don't stand a chance against itachi at all

Actually, considering Itachi's reserves, Sakura could prove to be beneficial.
She's already been shown to transfer chakra to Obito, so she could do the same to Itachi who could then spam clones and Amaterasu.
