MS can achieve PS, but only in combination with Rikodou's chakra. Rikodou's chakra is the star of the show here. Without Rikodou's chakra, EMS is required to attain PS.

I think it can achieve ps, but only if you have powerful enough chakra to do so. Ems increases the users power, hence why ps is achievable. So with rikudo chakra, a normal ms can achieve ps.

Just speculation but if Naruto gave ms sasuke a chakra cloak, perhaps he could have achieved ps. Since those chakra cloaks increase your ninjutsu by like 3 times the power (i think kakashi said). Who knows.
