What strikes me from the OP is that the mother said she looked at a text for 10 seconds..

A; how is that long enough for someone to approach your son, remove his clothes and do that?
B; this modern world, there is plenty of wackos roaming the earth, DO NOT TAKE YOUR EYES OFF YOUR KID IN THE PARK!
C; why would social services let her have the boy back in the first place? They need thorough checks on a person if they are accused of abuse.

Well... the question, then, is "Okay... so what do we do with the kid?"

Let him hang out at the police station? Stick him in an orphanage while the crime is investigated?

There's also another issue with this... I don't like you - so I'm going to accuse you of abuse. Now the police have to take away your child while they investigate (can't have you flogging your kid for ratting on you, now can we?).

So... there's never going to be an ideal way of handling child abuse cases. It's always a messy thing and it's hard to crack down on abusive parents without simultaneously opening up avenues for more abuse than the reporting system already sees.

This matter should be investigated. Perhaps, she is telling the truth? But her track record goes against her. Honestly, I don't know what to say. I wanted to insert a PlayStation move joke here, but it's just too disturbing. If she really did it, then she should be killed. If she procreates, she will only increase the likelihood of passing on her genes into the next offspring. That's why I always say; not everyone should procreate.

Ah, and here begins the conundrum....

She -did- procreate... and it is what she did to that procreation that serves as evidence that she should not have procreated.

If you're so dysfunctional that you kill your own child... did we really want that child to continue that particular genetic legacy?

Of course... she didn't really kill her child, just jammed her special friend right up his whazoo - then tried to blame it on Orochimaru (only a ninja could pull that off in ten seconds)... so I'm not sure there's a way for society as a whole to 'win' here. The kid clearly has the odds stacked against him - and she failed at successfully purging her failed genetics from the pool.
