Hiruzen. He became Hokage at the age near 16 and has been Hokage from 16-56? Then 57-69. He's been Hokage for 52 years around and was the longest reigning Kage and the oldest Kage (not counting Danzo). Yes, the manga or databook say he is older than Onoki. He also gave his life to protect the Leaf, unlike Hashirama and Tobirama. Minato did a lot, but he was Hokage for about a year. Jiraiya has a lot of Will of Fire but he was never Hokage, same with Naruto.
They both gave thier lives to protect the village, every hokage besides tsunade has died this way

They both gave thier lives to protect the village, every hokage besides tsunade has died this way

If Tsunade does die while saving the other Kage, then that does count because she was fighting for her village and that's why she ended up like that. We don't know how Hashirama died.

Tobirama, hiruzen, Minato, jiraya?, tsunade etc

people who we've seen do things... tobirama dying to protect just a few ninjas of the village is a great example..

Whoops, I forgot about that. But that was only for his team, not the village. :shrug:

The youth is the village though, haha.
He did it with the same principles he entrusted to Hiruzen in mind.

How many people are at risk, that's rather insignificant in deciding how much Will of Fire someone has.
They don't keep tally, it's for the same cause.

No she is fighting for the SA and hashi died in a war after the found of the village fighting for konoha

Tobirama saved a few ninjas... Minato and Hiruzen saved the whole village... Minato was the biggest asset to the village during the third shinobi war as well.

Tobirama did it only for like 5 ninjas... That right there outshines anything else .... for a hokage of rank to give themselves up to protect a few youth , for them to carry on the will of fire..

Because Hiruzen himself considers himself nothing more than an inheritor of the Will of Fire from Hashirama and Tobirama; it's their will, it doesn't matter on what sacrifices they made for it:

Nagato isnt from Konoha and Nagato has killed much more people than he restored at the Konoha Invasion. He was the leader of the Akatsuki, so technically he caused the Jinchuriki to die as well, not to mention HanzoJiraiya, and countless other lives. He only revivEd the ones in Konoha. Tsunade went into a coma for that many people. O.O Nagato only died from loss of chakra.

Not really, right there he says he's doing it because they are the future of the village, the "flames" who will light up the village and make it prosper... to him, every single member of the village is important, because they each carry the will of fire...

Yes I will admit Tobirama has more Will of Fire than Hashirama, but Hiruzen I believe outshines him in that area. I mean come on, he protected a whole village from being roflstomped.

From what we've seen, Hiruzen. Willing to die for his comrades at a young age [ ], and that didn't change even as he entered his final years [ ]. For a guy who questioned his own ability, he fought Orochimaru bravely. It was probably through sheer willpower that he managed to take his arms in the end.

With the academy, Konoha's up-and-coming shinobi became much more powerful than they would have been without the academy, thus boosting Konoha's military prowess.

With the Chuunin Exams alone, he stopped many potential Great Shinobi World Wars.

With the oppression of the Uchiha, he prevented any other cases like Madara, which if he did not prevent it could have lead to a civil war within Konoha, after which other nations would take advantage, once again resulting in a Great Shinobi World War.

Under Hiruzen, the Uchiha Massacre occurred, crippling Konoha's military prowess.

Under Minato, the Kyuubi attack occurred, where many valuable lives were lost, once again crippling Konoha's military prowess.

Under Tsunade, the whole village was destroyed, and most of the population was deceased. What military prowess did they even have at that point?


So, the point is, over the years, Tobirama's creation of the academy, chuunin exams, and the Konoha military police force have prevented many potential Great Shinobi World Wars. Yes, the Uchiha did plan a coup, but that was AFTER they were suspected in the Nine Tails' attack on Konoha (with reason; who other than an Uchiha could have done it?) under Minato's leadership and the Uchiha Massacre did occur, but that was under Hiruzen's leadership; the village was not Tobirama's responsibility at that point, as he was already dead for many years, correct?


And had he not created the Academy, Minato would have been nothing:
I think he's best just on the basis that he stopped the most (potential) Great Shinobi World Wars, while he himself was fighting on the battlefield (his whole time as Hokage was during the First Great Shinobi World War) something that Hashirama failed to do with the First Great Shinobi World War (I blame him, because he was the best around and should have been able to end the war, and he spread around biju like a virus).

What would people like Minato be if Tobirama never introduced the Academy? Nothing, because before what Tobirama did, all that mattered was what clan you came from (even Hiruzen, who Hashirama and Tobirama taught, had a father who was a legend, and Danzo had his father and grandfather both sacrifice their lives as shinobi, something Danzo took with pride, so I guess they couldn't have been fodder)

Not to mention he started that whole teaching thing as far as we know.
He taught Hiruzen, who taught Jiraiya, who taught Minato, who taught Kakashi, who taught Naruto.

Hiruzen definetly died for the most people. 100+ while Tobirama for 6 at your first sentence. But Tobirama was still awesome :cool:

And at your last sentence, Hiruzen could have died and not saved the Leaf so he did have a choice. Also, he spared his student, and was willing to give his life to save Tobirama and his comrades.

I think that Hiruzen has the 'most' Will of Fire. He was considered the 'God of Shinobi' in part one which is awesome in itself. He protected his village in the Nine Tails Attack when retired and probably was the second most effective protector (after Minato) and protected Konoha to the best of his ability during the invasion at an old age, sealing Oro's hands I believe and sealed Hashi and Tobirama. He seeked a peaceful conclusion to the 'Uchiha Situation' but was thwarted by Danzo, and others. I'll put Minato in a close seconds because of the Nine Tails attack and the Third War. Jiraya will be third in my books cause of his love for the village even when he left and tried to seek peace, and stayed loyal to his village through his various espionage missions. Naruto is probably last cause of the Invasion of Pain and his works in the Fourth War. Hashi is unknown cause we don't know much about him, but I bet he is within the top two.
