Jiraiya is a good competitor too, his ninjutsu is very versatile, offensive or defensive.. He has good stamina, his tajutsu is boosted a lot with sm , only thing he lacks is genjutsu but his summons can make up for that and unlike Kakashi or Sasuke for example he has also feats in fuuinjutsu.
He even has some sort of sensory skills as he can make a barrier in wich case he knows if enemy's are incoming.
His reconnaissance is also very good given his jutsu where he can make himself invisible albeit he developed that for more other reasons then for actual combat

Im not saying he is the strongest in any matter but u can't deny that his arsenal is pretty impressive and balanced out well.

Ah, everyone's forgotten about Jiraiya :'( but yeah, he's in that list of versatile shinobi too.
