I'd pick between Kakashi, Madara or Itachi. Probably Kakashi if we're talking about the versatility of his jutsu (since he has TONS).

Kakashi/Madara/Itachi don't want to decide. But the most versatile jutsu for me is Sai's Ninpou Choju Giga. It can attack (lions and Giants), track (mice), bind (snakes), bomb, fly (birds), assist (clones) and Seal (tiger). What jutsu (besides creation of all things and six paths I guess) can do so many different things?

Madara, Kakashi and Itachi.

I'd say Hashirama but he focuses more on raw power rather than intelligence.

I have a feeling Tobirama is really versatile too but he needs more feats.

At the top I'd say is Madara; he excels in every area, although he isn't the best in every area

Jiraiya is a good competitor too, his ninjutsu is very versatile, offensive or defensive.. He has good stamina, his tajutsu is boosted a lot with sm , only thing he lacks is genjutsu but his summons can make up for that and unlike Kakashi or Sasuke for example he has also feats in fuuinjutsu.
He even has some sort of sensory skills as he can make a barrier in wich case he knows if enemy's are incoming.
His reconnaissance is also very good given his jutsu where he can make himself invisible albeit he developed that for more other reasons then for actual combat

Im not saying he is the strongest in any matter but u can't deny that his arsenal is pretty impressive and balanced out well.
