This is pretty specific, but I was just wondering who all of you thought was an underrated Devil Fruit user/eater?

The Horo Horo no Mi. Perona's DF. That fruit is so damn op. She got trolled by losing to Usopp because he was the only person to not be affected by it. ANYONE else would be in a negative state, then blown up.

If you think about it, Robins DF is Top-TIER. Why? Because her flower strength is based on her natural physique. So the more flowers she uses the stronger it gets. And if someone like Garp uses it and has as much control as she does. Then he could basically solo all at the War of the Best (who didn't hae CoA). Since the limits to that fruit are that as long as you can see solid mass, that's how far you can create. So Garp could just stand at the peak of MF (where he already stood) and demolish.
