Iruka is underrated as a character because nobody remembers him, but he was the most important person in Naruto's life when he hadn't anyone. Without him Naruto could have turned emo. And thanks, I'm glad you liked it.

Underrated: Obito, Tobirama, Pein (not Nagato himself), kisame and blind madara/one rinnegan Madara.

Underrated: Itachi. Itachi can tank an universal attack according to BZ.
Overrated: Madara. Supposedly madara was imortal, invincible, and some more fanfic but still died as cat spit. Meanwhile Obito lived bijuu extraction, and even defied death.

I can only think of an overrated character right now....its Kaguya.

Kaguya-hime is actually highly underrated, considering she is the main villain and most powerful character in the NV.

This is a rather subjective question, but posters on this site tend to underrate Mū, which is weird b/c the guy's a high kage level shinobi when you examine his abilities.

sakura(landing a punch on fodder kaguya doesnt put her in top 10 neither i think she's better than tsunade).
hiruzen(barely did any uselful things in war)

deidara had plot not saved sasuke deidara would be the winner.

danzo(had he fought against some other character but sasuke or main uchihas he would have won).
