Minato is the strategy buff out of the kage.
Hashi is more the supress and question type.
Tobirama is more the kill first, question later.
Tsunade is more the brute force kage.
Hiruzen is the laid back chill kage.

It's fairly safe to say Minato is the tactician of the Hokage.

I believe hiruzen's tatical ability is higher than minato's.

Hiruzen was able to effectively find away to stop two powerful edo's and orochimaru.
Hiruzen was able to lead the hidden leaf village in a battle against the kyuubi and keep the village from being destroyed.


Hiruzen is basically the general of the kages. And he has the most experience of all the kages becuase he was the oldest/lived the longest amongst them all.

Whilst Yondaime certainly exists near the top in such a category, Tobirama arguably surpasses him. The definition of 'tactics':

"An action or strategy carefully planned to achieve a specific end."

In terms of political prowess, Tobirama's establishment of the Uchiha police force is a most notable one. Furthermore, Tobirama was able to understand the Uchiha's emotional instability and predicated his plan, thus, off this weakness. However, it really is a moot point.​
