He's a smart cookie, but let's face it... His fight with Obito was simply done to give us the whole "Naruto got the kyuubi somehow" information we craved. But it is canon so I can't ignore that.

His fight against Obito would've been done by anyone else if they had FTG X_X. lol. It was a simple matter of him figuring out Obito turns solid when he tries to grab the persion and then using FTG on it.

In terms of political prowess, Tobirama's establishment of the Uchiha police force is a most notable one. Furthermore, Tobirama was able to understand the Uchiha's emotional instability and predicated his plan, thus, off this weakness. However, it really is a moot point.​
