For me, its MOST DEFINATELY SASUKE UCHIHA. And Madara. Along with basically all uchiha (itachi too).

This kid has a point. Sasuke and Itachi both use powers that aren't purely sharingan abilities. Sasuke has all of his fire and lightning and regular skills, Itachi has fire and water and genjutsu plus his insane speed.
Nagato on the other hand only used rinnegan abilities. And he was lucky that he was an Uzumaki that way he had probably the most chakra out of any character that isn't Naruto or Bee.

night stalker, true. Practically all his shown abilities are due to the rinnegan. But, he did have to learn the. He was able to use all the elements, allowing him to learn far more jutsus.But it also required far more work using those jutsus.
@Itachi namikaze: Sasuke only has some fire style jtusu, and 1 lightning style (kirin). And all of itachis gen comes from mangekyou.

when Sasuke's sharingan somehow prevented him from getting absorbed by Orochiboy, that right there let me know that, "Yep, the Sharingan is gonna be an instant win button", it was even said that rinnegan was the strongest eye technique yet Sharingan even defeated it, so therefore, Uchiha rely way more on Sharingan than Nagato, even at the expense of plot

Um he has alot of fire style, fireballs, that fire dragon, other stuff. And he has chidori which he turned into a bunch of different stuff like his lightning sword, chidori senbon, chidori current (in the ground), all sorts of stuff.
So yeah he has fire and lightning jutsu.

Minato? Minato? Seriously? What does he rely on other than his awesome skill and genius? This is asking about what they rely on, not who is the most reliable.
Regular chidori does, not all the other ways he uses it. His chidori sword doesn't, neither do the needles, or any other way he uses it, he even once ran lightning through his body to beat Deidara's nano bombs, so yeah he has it even without sharingan.

booyow, plus I'd like to add that Nagato didn't rely on the rinnegan as hard as he could have, how many elemental techs did the guy use, yet it was to be able to access all basic elements atleast, if you ask me, Uchiha get more from Sharingan than he gets from Rinnegan

Retsu, each painpath can only use 1 jutsu. And since none are elemental, it leads me to believe that he cannot cause the paths to use elemental jutsu. Although he himself is able to (as shown in the flashback: wind style: gale palm).
