He represents the ideals of "peace", "overcoming disagreements" etc.The main character himself represents hard work.
Compared to Lee; i don't think Naruto was much more or underdog.
Does Lee have a special blodline treat which grants great life force? Does he have a haxx monster inside of him which unleashes its power anytime he get pissed of; or merely lands power for being friends? İs Lee some kind of a destined child? No; Lee and Naruto are severely different in such aspect. How much time did it take Naruto to learn SM; a week, what Lee ever accomplished in a week? Didnt Naruto pulled out 1000 shodow clones in first chapter by a glance to a scroll; despite he did not even had skill enough for a single clone? These are few examples. Lee's affinity for gates should not be compared to all of these, since he lacks many and has one thing to barely cover all lacking things; while Naruto always had more over more; or merely had a chance to shortcuts.
That's just my opinion; but i don't believe Naruto carries the theme of hardwork, he has affinity for rather other themes. And is Naruto the only real "hardworker"? No, but appearantly only he can be strong.
