If you mean like no Kg's and stuff like that, id go with my favorite the second hokage. He did so much and he had to die young, invent space time nin, the best water user to have ever lived. able to detect surrounding opponents by touching the ground and amazing taijutsu. And he gave his life to protect his students. Thats not really talent, i just think that honorable.

-When you say Natural do you mean no KG? Cuz In part 1, Gai says that both Kakashi and Neji were naturally talented ninjas and that himself and Lee would have to work super hard to be there equals. Bot Kakashi and Neji have a KG so yea.
