Most hyped up ninja with little use?

Point is kage is only achieved by those who are strong. Meaning she is made out to be strong in the manga and we have come to learn that is not really the case. Like i said, i didnt feel like going with the obvious choice of Hiruzen.
Hype wise: Hiruzen
Semi hype: Mei....Just because you have 2 charkra releases, types, etc don't make you OP STRONG (OMFG I WANT TO HAVE *** TO GET A ORGASM) KEKKAIIIIIIS so badass so ****ing badassdfsakjlflsfa. <-----That's how I felt at first when they first introduced her but she seems more like a "fodder" kage. IMO.

Imma break the mold and say something different from the obvious, when Kishi was hyping the Senju there was a women among them who was supposedly one of the best in genjutsu, we here of nothing other than the fact that she's strong, way to go Kishi

Hiruzen since he was hyped up to be God of Shinobi and stronger than any of the other kages right before he died. He is also hyped to be stronger than Hashirama but the jutsus he showed us can be done by jounins.
