For your list I would go with Madara and then Orochimaru, because they have both killed countless countrymen in order to become stronger. Madara is insane because he wants a one world order and Orochimaru did a ridiculous amount of experiments on countless ninja in order to learn all justsu's but he did not live that long.

Most evil character for me though would probably be Kazuku due to the fact that he was an bounty hunter, and had lived a very long time by living off of other ninja's body parts.

Do you know what madara is planning to do? What he did ( Attack the village ,formed the akatsuki ,etc).Madara has to be the most evil character in Nartuo..Oro comes in second
