kiba-true we only see him use gatsuga tensho
madara-probably will get developed when he fights naruto
kakashi-i wanna see the 1000 techniques
sasugay-not to sure who that is
muu-i want to see what under the bandages and atleast an entire battle with him init to see his true potential
bee-so true what to see him use ninjutsu
sakura-development isn't going to help maybe therapy
shino-the guy is so mysterious and nowadays he is left in the dark even more then usual

kimmimora-probably see a flash back story of him
lee-not to be harsh or anything lee can't be more developed as character when you think about it
neji and the entire hyuga clan need to be more developed everytime we see any member of the hyuga fight it seems as if they are restricted to a couple of techniques also they have never been seen using elements
zetsu probably see a side story for him aswell
4rth seems more mysterious then 2nd and 5th but we will probably see 5th in battle with black zetsu

We might see some of the 4th mizu story when madara uses his 6 paths, I think before the end of the series lee could ( over a time skip maybe ) have his own tai style and guy dies from the 8 gates passing the title of 8 gates master to lee.
