Itachi and minato for the sheer speed of figuring out an opponents jutsu and coming up with a counterattack.

Shikamaru for coming up with strategy and counter strategies

Kakashi for being familiar with the workings of various jutsu and techniques beforehand as well as being able to access a opponents fighting style and jutsu during battle.

What are you guys on? It's obviously Shikamaru. Give Shikamaru some OP power to work with and not damn fire tags and paper bombs and he'd be on a much higher level than Minato or Itachi- he's the most battle-smart.
