What are you talking about? Shikamaru uses paper bombs and fire tags because it's all he's got. My point was give him FTG or a susanoo and he'd be much more tactical and intelligent with it than anybody else would, the only reason people leave him out is because he has no OP powers to bring to the table.

If he can permanently take out an immortal member of the Akatsuki with nothing but a blood vial, paper bombs and some deer then imagine what he could do with more powers.

On topic: I went with Itachi. He seems to just KNOW what to do in almost every single scenario. Incredible shinobi if you ask me

Madara, Sasuke, Itachi, Obito, Orochimaru, and Kakashi - in no particular order. These people have displayed extreme shrewdness and quick silver thinking in battle. Minato's feats are largely abysmal in comparison. I would say, Kabuto deserves honorable mention as well.

If it was 1v1 Hidan would have stomped Shikarmaru. He got help from Kakashi and Kakuzu to be able to defeat Hidan.
