Most “Evil” Villain: Tobi OR Lord Orochimaru

Note: “Evil” in this context means “Sadistic”.
Not most “powerful” or “mysterious” or “intelligent” or “successful” or plain “antagonist”.

INTRODUCTION
I created this thread in order to illustrate the two most “Evil” villains in the Naruto Series. Its time to debate and give the crown to the Most Evil Villain Alive!!!
Below is helpful information regarding both shinobi in order to help people formulate intelligent opinions about this subject. You do not need to read the rest of this thread before posting--its here for assistance only. Please do not write your personal choice without giving any supporting evidence for your final judgement.

REASONS FOR BEING “EVIL”
Tobi: Unknown (My Theory: The Death of Himself AND his brother, Madara)
Orochimaru: Death of his parents.

ULTIMATE PLAN
Tobi: Global Domination through “Tsuki no Me Keikaku” (Tobi's version of “peace”)
Orochimaru: Find a suitable body and become the “Ultimate Being” in order to: 1)To study all Kinjutsus and learn all ninjutsu; 2) Solve the mystery of Immortality.

Tobi: Laboratory of Eyes
Orochimaru: Laboratory of Bodies

LEADERSHIP ROLES
Tobi: Played an integral role in the formation of the Akatsuki. Controlled the Kirigakure village via 4th Mizukage, and initiated the “blood mist” era. Started the 4th Shinobi World War BY HIMSELF. Surgically switched Sasuke's eyes, plus his own on multiple occasions.
Orochimaru: Created the Village hidden in Sound. Mentor for both Sasuke and Kabuto, two of the strongest shinobi to date. Managed many hideouts with countless prisoners hidden in a world of sensory shinobi. Manipulated the entire village of Sunagakure into invading Konoha, by posing as the Fourth Kazekage. Gave wood release to Yamato, implanted the sharigans and 1st Hokage cells to Danzou. Gave snake techniques/curse mark power to many shinobi. Researched all the info needed to give the current Kabuto his body upgrades.

NOTABLE KILLING SPREES
Tobi: Attacked Konoha (unsuccessfully), then initiated the 2nd Konoha attack via Nagato. Assisted in the massacre of the Uchiha Clan. Ordered the capture/killing of all current Jinchurriki. Initiated the “bloody mist” era where many young shinobi were sacrificed to promote the survival of the fittest. Fourth Shinobi World War... nuff said.
Orochimaru: Attacked Konoha. Acquired a great number of shinobi and forced them all to battle to the death on numerous occasions to find new vessels. Sacrificed many shinobi to create/perfect the cursed seal of Earth/Heaven. Killed close to 60 shinobi when doing the initial research on the 1st Hokage's Cells. Killed every one of his “host” bodies (Gen'yūmaru, etc). Killed a team of Kusagakure genin and impersonated Shiore so that he could infiltrate the Forest of Death.

Tobi: Naruto’s Parents. 4th Mizukage Yagura. (Maybe by Madara). Konan. Fu & Torune.
Orochimaru: 3rd Hokage. 4th Kazekage.

MY VERDICT:
Lord Orochimaru is the Most Evil Villain this series has ever seen, the true definition of EVIL in its purest sense. He is sadistic, selfish, disgusting, heartless and emotionless (Root). He is the only shinobi that seems not to be motivated by some warped sense of “peace” (Madara, Tobi, Pein, Danzou) except for his subordinate, Kabuto (of course).

Note: Kabuto and Pein are NOT included in the debate for the title of “most evil villain” because they are the direct subordinates of the 2 shinobi illustrated in this Thread. Both Kabuto and Pein obtained the majority of their powers/intent from their sensei.
Side Note: In my opinion, Tobi has already accomplished his plan for the most part. His true intention was to find a way to create peace, and willingly or unwillingly, he did so through creating a world war against ALL shinobi, which are now in alliance. It wouldn’t surprise me if his plan from the beginning was to united the shinobi world and show them the error of their ways. Tobi really is a good boy
