This question is only concerning power not as a character: juubi jin madara or kaguya? Both got smacked around too much for my taste.
I don't find Zabuza the least bit underwhelming. He presented some sort of challenge or threat every time he appeared, and it wasn't so ridiculously strong or powerful that we know wouldn't work.Kaguya's complete lack of character makes her actual power seem far more underwhelming than it actually is. I find her more underwhelming than even Zabuza let alone Madara.
Kaguya followed closely by Obito

I felt like obito was far more impressive than jj madara and idk maybe I feel like madara and kaguya are close because I was expecting more from madara than kaguya
Madara presented far more of a threat than Obito imo. Both were underwhelming but at least I got some excitement out of reading the chapters were Madara was JJ.
I think for me it was just how often people got the better of madara but they were far stronger than anyone obito faced
Got the better of Madara? When Lol? Sasuke failed to kill him, Naruto failed to kill him, Guy failed to kill him. With Madara there was always a sense of danger. With Obito I felt nothing, I just wanted to get to the end of the chapter. Kaguya is worse, there is no sense of danger, no fear whatsoever. And she still has yet to say anything worthwhile.
Fail to kill him yes but Naruto, Gai, and Sasuke seemed to have the upper hand in their exchanges
