It's a shounen it's not an answer.
What's the point of creating a war arc if people aren't gonna die, if people aren't gonna suffer? What's the point of bringing up moral questions that will never be answered? What's the point of hyping battles that will never live up to their hype?
Unless Kishimoto was out to purposely irritate their fans, that doesn't make sense at all. Baiting your audience with things and then not giving this things is just cruel. And makes him a big of a jerk that never deserved the money he gained from this franchise for 15 years.
