In the past the Sage used Creation of all things to alter the world, to make his fantasy a reality, his dream for peace is a form of super Izanami where by the way to escape the jutsu that the sage cast is to achieve peace thats why two people keep rising from both the Senju and the Uchiha clan to do battle.
That's why these weird rivalry's keep cropping up. Reality seems to keep repeating itself doesn't it? Its not only just because Kishi likes these themes its because the entire Naruto verse is in a pseudo version of Izanami that keeps repeating itself.
In a way the sage didn't want to impose his will on the world like Obito (Who wanted to create a fully "new" world) wanted to do so. So he did the next best thing he forced the world to eventually reach a peaceful resolution, He knew that sometime in the distant future peace would be reached in some way. The sage might not have had foresight at all, he just made it so that eventually peace would be inevitable. He also could assume that the tailed beasts would play a vital part in that peace, and naturally it had to be a "peaceful" union not a union of slavery which Obito wanted to propagate, that likely was another requirement of break the Izanami jutsu.
So in a way the Sage did because the true sole savior of the Naruto world because he "guided" the way to peace. Its also why the Sage felt so content to die instead of becoming immortal which I might add, would have been well within his level of power.
Is it funny that Itachi used a sword to initiate Izanami on Kabuto? Maybe the Sage used that weird helix spirit sword thing to do that same.
