Well If you think about it, helping the adult first would be better since then you have an axtra pair of hands. Adult grabs child and I grab the baby ('coz it's a baby ^.^).

If Adult is injured and can't help I'd grab the baby first take it to safety than comeback to save the others, they fell off already and I tell everyone that I was too late. I'm still a hero U_U People can't say anything to me 'coz I rescued the baby, which in most peoples eyes is the better choice. And most would be afraid to question my choice 'coz majority agree with my choiceh.

But still, I'd try to help 'em all if I can
