I believe that if devil fruits exist so does God fruits or fruit. Based on what we have seen Dragon do so far which is basically nothing other than save Luffy from execution , save Luffy from being killed by Smoker, used element base powers to blow every one away and command the revolutionary army and have the largest bounty on his head. I think his powers come from a God Fruit that gives him control of wind and other elements . I honestly think that Dragon is the strongest character in OP and that's another reason why the world government wants Luffy dead because of his blood tie. Please give me your ideas and thoughts about my theory .
