No it is not.It is determined by the level of threat you pose.
The fake luffy guy had a 30 mill bounty yet he could not do shit himself but could sucker people into doing stuff for him,basicly making him a 30 million threat
Even though Dragon is probably very strong the main reason for his bounty is the fact he is openly trying to destroy the WG.
Because Zoro (a High TIER) is worth 120 mill and Chopper @EL is worth 50B and I guess by this statement and logic of yours, Bellamy>Zoro since he as a higher bounty.

OT: I want to say Dragon but Shanks is probably the best Haki user (currently and Dragon is probably a DF user) and Haki>DF sooooo..... But, if Dragon isn't a DF user than it's possibly Dragon=/>Shanks.
So, as of now, I can't decide.
Off-Topic: I think Kong and the Gorosei are >both (as of now).

we have not seen dragon fight yet...

I have to things to say:
#1. We don't even know if dragon has HH haki, he probably does but we don't know for sure
#2.We don't know the power of dragon, so we can't say which one is stronger, but seeing shanks probably has the strongest haki, i'm gonna go with shanks

Luffy inherited HH and Dragon being a D. is very very very likely to have HH.
OT: I'm going with Dragon. I feel like he's the strongest man currently(not counting Kong/Gorosei) mainly because of what monster his dad was in his prime and his son will be.
