You then fill the area up with water, but the electrified chage from before would have dissipated by now, so no electrification, sorry

I water run to get to your area and jump up, and toss a smoke bomb into the area

thats not how Wooden Men Manipulation works. Wooden men are strictly taijutsu (its like a training dummy that randomly punches and kicks) wooden men manipulation allows you to control the wooden men, but only in taijutsu.
