What is the nature of her jutsu? Well, I believe she is a form of Cecaelia.

In Japanese mythology, that's a kind of demon mermaid.

So, I think she stores some kind of fluid infused with her chakra which she can spit out in a suiton jet, like she used on Sasuke.

a fluid type materiel which if comes in contact of air and environment becomes hard

like a rock

but i think this theory is much better than this theory

It could've been ink. If the Mizukage is a Cecaelia, then she's half octopus. Then she'd be able to squirt ink as a defense mechanism.
