Gaara is the only parent I could see for him of known people affiliated with other villages. But why would a Sand shinobi ben in Konoha? I think he is probably from one of those smaller villages (Waterfall/Grass, maybe Rain). It also adds to the possibility that Orochimaru is behind his existence...

Blue/White hair thing means he could be from the 'moon village', I guess. His name, Mitsuki, has moon in it, so...

He does remind me of Gaara though. It's the hair, he has the same part.

He does remind me of Gaara....but only because of his hairstyle. Having the same hairstyle wouldn't mean that they are related though.
