It looks like Toneri OotsuTSUKI chakra mode with snakes added.

Can there be a link between them?Have you got any hypothesis to explain this similarity?

Kaguya was the mother of Hagoromo and Hamura.
From Hagoromo and Hamura descended certain clans as well.

From seeing the Otsutsuki powers, I think we can conclude that among these clans are:
Juugo's clan, Kaguya clan (Kimimaro), Uchiha, Hyuuga, Senju and Uzumaki.

Oro has created a synthetic human (Mitsuki).
Mitsuki has Juugo's Kekkei genkai.
Juugo's clan is descended from the Otsutsuki.
So Mitsuki has origins somewhere in the Otsutsuki because of this as well.

I dont know with what else type of DNA Oro has messed with but the similarity to Toneri's (an Otsutsuki) Tenseigan mode might have to do with Mitsuki his DNA makeup and relation to the Otsutsuki.

Horns in general is something that has to do with the Otsutsuki it seems (Naruto gets chakra horns in his SO6P mode).
Maybe for some reason some people get two horns, some bunnylike ear horns, others one horn on the right, others one horn on the left
and that so it happens, Mitsuki and Toneri both have one horn in their Tenseigan and Sage mode in the middle (without Toneri and Mitsuki necessarily being close related and that for both its just an Otsutsuki thing).

Could be cool if specifically Toneri his DNA has been used as well for Mitsuki
and that the reason is that both Oro and Toneri wanted offspring
(and that therefore Mitsuki has his horn in the center).

When I saw Momoshiki Ootsutsuki's final transformation, I saw strong similarities with Juugo and Orochimaru's experiments with the curse seal.
It seems that Juugo's clan and the curse seal are related to Ootsutsuki.

The same goes for Kimmimaro Kaguya and Kaguya Ootsutsuki as both use their bones as weapons.

It seems that Orochimaru like to study Ootsutsuki lineage's abilities.That would explain why he doesn't care about bijuus and juubi, because he is studying something stronger than Juubi.
I wouldn't be shocked if your explanation is revealed to be true.
