In that scan you posted I believe that when Madara said Rikudo spread chakra he meant ninshu or he didn't but they are the same thing in a sense.

Also this viz scans says people already have chakra and that they used chakra to connect their inner energies however the chakra that Hagoromo was not the chakra people think it is it was a teaching. So they used his teaching specifically Indra to create ninjutsu/chakra.
