I will start off saying that both fighters are CQC fighters, Sakura has skills in taijutsu but compared to Hinata who is a specialist in taijutsu, it pales in comparison in terms of skill and versatility. Sakura would get exposed.
- Sakura's dodging skills depend on her ability to anticipate.
- A taijutsu fighter(Hinata) dodging skills are more dependent on reflexes.
You might ask " why does Sakura depends very little on reflexes?"
- Because she couldn't dodge from the start, she needs time to observe attack patterns
Explanation in the graphs below:
- Notice that using the basketball analogy: If someone were to throw a number of basketballs towards Sakura, she can calculate the trajectory of each one and thus move. But this does not make her a good basketball player: In a 1v1 against a basketball player, that player surely won't make his movements easy to anticipate and travel in predictable ways.
- Sakura thus anticipates the path of projectiles they are far away, and thus earns herself a greater time margin of action. However since it's not instinctive, it means that she needs time to figure out attack patterns as well, instead of having constant dodging skills like a taijutsu fighter(Hinata) do.
- Pure dodger's reaction: jump out of the way
- Taijutsu fighter's reaction: either avoid an attack by a few centimeters, block, deflect or parry, then counter-attack. The precision of the maneuvering must be that much more precise to avoid getting hit.
Sakura's reaction is most likely the top part of the image above
- Sakura attacks is indeed powerful, but needs more accuracy and a wider maneuvering arc. Kinda like swinging a sledgehammer.
- A taijutsu fighter's(Hinata) might not have punches as strikes as physically strong, but they are more flexible/versatile in their attacks.
- Much like with dodging, Sakura needs anticipation: she anticipates the trajectory of a moving target and times her hits because of the accuracy it needs. This is different from many taijutsu fighters, who can strike on instinctive reactions so to say.
- THIS POINT IS CRUCIAL TO KNOW. After an attempted strike, Sakura leaves herself easily opened to counter-attacks. A taijutsu fighter doesn't stay in a still position after a strike: he/she goes into an defensive position or follows up with quick/fast attacks in case he/she has missed.
As you can see in the image below, Sakura knows she only destroyed the outer shell, sasori still inside, in short the situation is far from safe. Yet even as Sasori managed to jump back several meters, she still is frozen in that positon. A taijutsu fighter would of immediately retracted their fist and enter a defensive position instead of leaving themselves open for an counter-attack.
And again she is in the same position which would leave her open to counter-attacks to a fighter like Hinata.
As for Hinata, she would be able to exploit Sakura's strikes by parrying, dodging, deflecting or blocking them leaving Sakura open for counter-attacks in which Hinata would take advantage of then counter with Jyuuken.
Ex. of her dodging, parrying, deflecting, blocking and counter-attacking abilities:
Yes Sakura is skilled in taijutsu which the fight will come down too, but in a fight against Hinata who is clearly the more skilled one between the two, Sakura would lose to her or at best draw. And before someone says "but Sakura is only .5 less in taijutsu than Hinata according to the 3rd databook "I will tell you that this is mainly because of her brute strength being superhuman level while her skill is piss poor at best. Hinata has a 3.5 in taijutsu according to the 3rd databook mainly because of her overall skill and versatility in this particular area.
