I don't see any reason why Itachi cannot defeat him nor can he break out of Tsukuyomi.

Sasuke broke out with 3 tomoes, why can't Obito break out when he have the power of Rikudou and strong eye? Itachi said to Kakashi that only Uchiha's can break out of the Tsukuyomi.
