Anyway, to answer the 4 points at the bottom:
1. Minato still wouldn't know the exact time it would be cast.
2. All this means is he has fast enough reflexes to dodge V2 Raikage. In no way does it show he has faster reflexes than Raikage... the Manga has stated otherwise. Thinking that dodging V2 Amour means he can dodge Amaterasu is complete nonsense and illogical.
3. Poor excuse. Look at the factors Itachi had whilst casting it.
4. Don't see what this has to do with the thread. We are talking about dodging Amaterasu... Im not making any comments on whether he has counters it. But from what the Manga has told us, Minato does not fit the critiea of dodging Amaterasu, simply because his reflexes are not fast enough.

There are many factors to consider when dodging a punch. For example, if the Raikge's arm was longer, Minato would have been hit. If Raikage was at a closer distance, Minato would have been hit.

Also, it is evident that he never stopped after dodging the flames since he carried on going and appeared behind Sasuke before he could realise.
Therefore: Because Amaterasu covered a greater distance than the Raikage in the same amount of time, and we know that speed = distance/time, Amaterasu is faster than V2 Raikage in speed. So simply put, since Minato was barely able to dodge Raikage's V2... he wouldn't be able to dodge an even faster attack.

EDIT: at the bolded part: Raikage did stop after he was able to dodge it right? A is in front of SAsuke but he dodge the attack sideway. Like a side step. Can you tell the exact time when he stopped and when the fire reaches the guy at his back?

amaterasu covers more distance because when A dodge the amaterasu he does not go sideways long because moving its body just a step is enough to dogde it otherwise kishi would draw raikage too far from the amaterasu and its not cool.

Being that if this was actually in the manga, the person using Amaterasu would probably do the whole one eye closed thing, blood trickles down (indication), then the eye would open and the user would proclaim AMATERASU! Minato would dodge that hands down. Until I see someone blindsided by amaterasu in the manga, or amaterasu getting a good kill for that matter, its just overrated and stupid to believe that in a fight Minato would be caught off guard by it.
