Tobirama is talking about the shunshin no jutsu, also known as the body flicker technique, or teleportation jutsu.
This justu is just high speed movement, not a space time ninjutsu.
As you can see, that's what tobirama is talking about, shunshin, not FTG. FTG is also known as hiraishin no jutsu. They're different techniques.
Now, we can also apply a bit of logic here, pay attention: Minato arrived in the battelfield first, and place the kunais in the right position, teleported the bijuu dama, and sent a kunai close to naruto. Some might even say thay minato arrived at the battlefield through FTG by hachibi's tail. However, he should have arrived close to bee, and he didn't:
So, minato is not seen close to bee at any time. So he arrived through shunshin, most likely.
As for tobirama, he didn't have a mark anywhere in the battlefield. So there was no way he could've used FTG to arrived there.
And now, for the final part: FTG itself. FTG is a space time ninjutsu. It warps space-time in order to make one point extremelly close to another point. It works like worm-hole. So basically, the user has to release the amount of chakra needed to activate the jutsu, and the jutsu "opens" the worm-hole. This is the time it takes, and as this time is ridiculously small, it's considerd "instant".
Both minato's and tobirama's FTG works like that. The time that would take to open a worm-hole is the same, given the 2 same points for both minato and tobirama. They are the same technique, and works in the same way. Opening a worm hole would take the same amount of time. And if there is a difference between the chakra release, it's even smaller than the time to release the chakra. So it won't make a difference for us, readers.
That's why the jutsu is considered "instantaneous". Basically, there wouldn't be a "more instant" or "less instant".
