I'm pretty sure they can learn it, if they were taught the tech. Minato taught both of them Rasengan. He just selfish with FTG lol. All it is, is a summoning jutsu basicly, your summoning yourself to a different location, a seal

If they could learn it they would have, FTG is one of the most OP jutsu's in naruto i don't see why they wouldn't if they could, Thats just stupid.

I'm sure FTG being a S/T Jutsu is much harder to learn that a simple ninjutsu like rasengan

True. It was mention in the manga, but I don't remember if it was Kushina who said it or Minato himself. Anyway, It would have probably been up to her to teach it if they were still alive.

Yup,the key to the technique is basically the seal,which means if you don´t know the right seal,you are unable to use the technnique and you could accidentally blow off your head. It might be the difficulty level of its mastering too,maybe it´s not even that hard to learn and then use but just imagine if anyone in all the hidden countries learned it like for example doing a shadow clone. The destruction while such high-speed moves would maybe even tenfold but on both sides,which they couldn´t afford. Passing it on was a very risky possibilty.

i know he can place seals on people but i keep hearing people saying he slits throats ok how does he get the seal behing them throw a kuni then they see it and block. what am i missing here?

But Zombie Jesus do you watch the anime or read the Manga? I think you don't understand the technique at all. He can throw the kunai with the seal on it behind the enemy teleport behind them. He can place the seal on an enemy and still warp behind them. He's faster than Tobi. The only person we've seen actually hit tobi.
