The reason why kishi made minato's kurama cloak in between kcm and bm is because he didn't want to give the impression that naruto after surpassing his parents (even kurama admitted it) was surpassed by his own father. His cloak is almost perfect but not (almost like jiraiya's imperfect sm) he only purpose of the design was to show how naruto progressed passed his predecessors.
Also minato has kurama in him but it's probably not as powerful. When he sealed it in himself you can clearly see kurama's head going into his body so it's legit. However I don't think he's a perfect jinchuriki but he might have just stole the chakra from the kyuubi.
It's like saying that orochimaru can't come out of several of his cursed seal experiments' bodies. It's just consciousness and plus kurama is a mass of chakra as long there's chakra there is some bit of kurama inside the person.
Maybe not enough for kcm/ bm but enough to wreak havok xd
