With these restrictions, Oonoki wins low difficulty due to being airborne and attacking from above while Minato has no efficient way of getting to him.

Summoning Bunta ontop of Oonoki to have him land on him would be hilarious though and a funny way for Minato to pull the win. Wondering if Light weight jutsu could make Bunta light enough to carry.
