1. No he wasnt,,, madara had embedded the rods on hashirama whilst he was in his edo form as he still had the fake rinnegan in that form,, he then used the rods prominently after he got his rinnegan,,,,

If you are going to come at me don't come at me with garbage logic. Hebi Sasuke's chakra reserves, speed, strength, and overall Ninjutsu ability got a dramatic boost over the timeskip.

Did Obito get any noticeable boost? No, he didn't. He still relies on the same old Kamui and none of his jutsu have shown a dramatic boost in power.
