if its the lake, then Minato summons toads and they take on the sharks
after they easily finish the sharks they go after kisame and make him come to the surface
and then minato kills him

or

its the water bubble which in this case minato has a lot of options

option 1: teleport to a kunai and throw it near the edge of the bubble or out of it and teleport there

option 2. Summon Toads go opposite directions make kisame choose which one to go after if he goes after Minato toads get out and reverse summon him outside the water

or he goes after the frogs and minato easily escapes

and kisame can't keep up a bubble for a long time it takes too much chakra
so he'll have to come out and the minato ftg kills him

your choice on which scenario you want to happen
