Minato evades level 1 and marks Bee, Bee goes level 2 but Minato evades again puts him in whatever barrier he wanted to use on Kyubi then seal him with eight trigrams seal
OR
Bee goes eight tails and uses TBB Minato uses Space time barrier to blast the TBB back on him, weakening him then seals him with eight trigrams seal..
This is a tricky fight and if bee was smarter he would beat him with mid difficulty because he has the clear power advantage.
Anyway ftg kunai's arent usefull in such a scenario, but also minato wouldnt be able to mark the area because of this;

If it comes to foot speed, bee isnt no pushover either and believe me when i say his kenjutsu skill would cause minato great problems in base if he cannot use ftg.
Secondly tbb can be teleported and redirected back at bee. Lets not forget that bee has to transform to use meaning, if minato was to teleport it back at him, he is an easy target
The person who wins takes it with high difficulty. I believe bee would make the mistake of using tbb and minato would redirect it at him and in his transformed form he is an easy target.
EDIT: im not sure how the barrier works and tbh i cannot be bothered to check. If it relies on seals to transfort it to that location and bee has gotten rid of all those ftg kunai's minato wouldnt be able to teleport it back at him, if it doesnt rely on seals then bee loses
Bee is smart enough not to switch to full beast mode and he knows quite a bit about minato so he can expect most of his attacks. Bee takes this high difficulty FTG isnt going to help really and bee isnt a complete idiot
