Knowledge: Minato understands Kakuzu's anatomy, but he lacks knowledge on Kisame's abilities other than Samehada. Full knowledge for the team.
Mindset: Killer intent
Restrictions: Kisame cannot barf his own Water Source and Minato can only summon Gamabunta.

I'll give my input after reading what others have to say about this.

Yes, it's allowed.

Kakuzu and Kisame can win this with mid-difficulty. Considering that Minato lacks an arsenal that could pose a potential threat to either of the two, Kisame and Kakuzu can tank everything and end Minato's life in a collaborated attack. Kisame fusing with Samehada doesn't augment his speed as drastically on land as it does in water, but fusing with Samehada can be useful for quick healing/regenerative abilities as well as chakra-absorption abilities. Minato is plausibly fast enough to blitz Kisame, as he has superior speed to Ay, who already canonly blitzed Kisame with B. However, Minato has nothing that can hurt Kisame to the point of death. Kisame tanked an attack whose affinity was superior to his own, and immediately regenerated from the injuries. Meager rasengans are not doing anything to hurt him. Besides durability feats and healing feats, Kisame can also absorb Minato's attacks via chakra, so he really doesn't have to heal from anything that he can just absorb. Given these Circumstances, Kakuzu and Kisame actually make a perfect pair. Albeit the destructive feats of Kisame's arsenal are completely impaired due to him not having much water to work with, Kakuzu can make up for that lack in power with his own techniques. Unleashing his masks, Kakuzu can roast Minato with a widespread Katon+Fuuton combination that even Minato might find hard to avoid. Minato also has no durability feats, and has no healing assistance, so he can dance around all he wants with FTG, but if he's caught then he's done. I say mid-difficulty because there is always the possibility that Minato can mark one of or either of them, considering he has the superior speed. Besides that, Minato is fast, and generally a hard target to hit unless you're engaging in close range combat. Kisame could potentially solo if he weren't restricted so heavily.​

I didn't even take into consideration Minato summoning Gamabunta. Kisame and Kakuzu can win with high difficulty.​

I'm in favor of the duo succeeding as well -- Minato alone has been the target of Kisame's triumph, and if I'm unmistaken Kakuzu has been shown to defeat Minato as well, or at the very least pressure the kage to extending difficulties.

Together, I fail to see how Minato poses any viable threat.

Minato wins. Restrictions mean no Water Dome, and that's the only thing in Kisame's arsenal that would pressure Minato. All their attacks are easily evaded, and Minato's speed + Kunai + clones let him tag these two sooner rather than later, and then it's GG from there. Kakuzu can't use Domu if he can't react. Kisame can't react period. Spamming long range attacks does nothing. Kakashi is not on Minato's tier of speed yet he is capable of dodging them, and Minato can use clones, and Minato can teleport. The duo has no way to deal with the marked Kunai either so there's no way he won't be dodging their attacks. If Kisame isn't merged with Samehada he gets one shotted the moment he gets tagged. If he is then he still gets one shotted but w/ help from Gamabunta's attacks since regular Kunai strikes won't cut it.

Mid-high diff at worst.

I will simply interject here and state my opinion on the matter:

Minato wins this.

In spite of Kakuzu and Kisame’s large-scale ninjutsu, none of that matters when challenged by the world’s most eminent speedster who puts the former fastest man alive to shame and bam-flashed one of the most skilled Uchihas in existence. Even Itachi can dismantle the likes of Nagato and obtain the decisive lead against DSM Kabuto who had control over his entire location through sheer speed alone. Even Gaara was flustered by Joki Boy’s speed despite having the entire battlefield at his disposal. When the disparity is significant enough, no amount of ninjutsu can overcome the opposition’s speed and this is fortunately the advantage that the illustrious Yellow Flash possesses.

That said, the forest is an apt location for Minato to maneuver around freely given that the trees surrounding the area enables Minato to conceal all of his kunai behind trees, at least before Kisame and Kakuzu blazes through the entire terrain with their ninjutsu. This wouldn’t matter regardless given that Minato simply evades it with Shunshin and simply lying his Kunai all over the battlefield enables him to place kunai within their proximity. He can even combine this with clones which confuses both Kakuzu and Kisame and force Kakuzu to scatter his masks as he did against the Shinobi Alliance. This is rather suitable for Minato given that he can bam-flash either of the masks via FTG Lvl 2, but even if this isn’t a pragmatic approach, Minato can still use Shiki Fujin via clones . Given that, even if he’s pressured by their ranged attacks, he’d still pull off a decisive victory, but KidGamer elaborated why they’re not fast enough to keep up with Minato regardless, so either Shiki Fujin or a bam-flash suffices in killing off Kakuzu’s masks.

If Minato is forced to approach Kakuzu, then Minato still has a surprise Bam-flash before Kakuzu can manifest Domu or, since the Databook elucidated all of Minato’s accessible elements including Raiton, Minato can simply dismantle Kakuzu with Raiton and prevent him from battling until his masks return to him. That’s a tactical advantage if Minato chooses to instigate such a strategy given that he’d only be preoccupied with Kisame and there’s literally no way Kisame can compete with Minato’s speed. If he does mount a large attack, it’s simply redirected to another location or warped at a kunai near Kisame which will deal significantly enough damage or stagger him long enough to eat a bam-flash or beheading by Minato.

Either way, the duo isn’t winning this. I don’t think Minato really needs Gamabunta to obtain a decisive victory to be honest.

Yeah without water dome or even his normal suitons I don't see how they tag Mintao who can evade everything they have lol, only shot is if Minato goes for Kisame and Kakuzu fires a jutsu that hits them both (similar to taking advantage of Hidan) since Kisame can most likely heal from Kakuzu's jutsu.

They still have a small chance but its mostly just if the jutsu hits the right place at the right time. With water dome they win medium difficulty though.

Why I thought that Kakuzu and Kisame might have a chance:

Minato’s significant techniques:

Tactical:

Flying Thunder God Technique: The Flying Thunder God Technique is a Space–Time Ninjutsu created by the Second Hokage, Tobirama Senju, which allows the user to instantaneously transport themselves to a previously marked location. To activate this technique, the user places a special seal or "technique formula" to mark an intended destination. After this is done, they can at will enter a dimensional void that instantaneously transports them to the location of the seal. The mark can be applied to almost any area through brief physical contact, including an opponent or other surrounding feature. Because this technique is able to affect anything that is in contact with the user or somehow connected to their chakra, they can also use this technique to teleport other objects or people, though the size of the object and the distance of the location dictates the amount of chakra required. As Minato also noted, the marking formula never disappears from a marked target.

Flying Thunder God: Guiding Thunder: This barrier technique incorporates the use of the Flying Thunder God formula to erect a barrier space capable of warping away anything which comes in contact with it. Once erected, the barrier has proven powerful enough to warp away techniques as destructive as a Tailed Beast Ball. Once warped, the subject of the technique can be directed to another location marked by the formula.

Spiralling Flash Super Round Dance Howl Style Three: This technique was devised by Minato Namikaze and employs the use of his Flying Thunder God Technique. Minato throws six Flying Thunder God Kunai behind the enemy, and teleports to them. The technique can also be used with the help of a shadow clone, though this is not a compulsory component of the technique's execution.

Offensive:

Rasengan: On contact, the Rasengan grinds into its target, propels them along the Rasengan's trajectory - either away from the user or into the ground beneath them - and at some point bursts, causing severe damage at the point of contact.

How Minato can utilize each technique:

Flying Thunder God Technique: The Flying Thunder God Technique allows the user to instantaneously transport themselves to a previously marked location. Using this ability, Minato can mark any location that he pleases, which allows him to teleport instantaneously to avoid being struck by an attack, or maneuvering from a dire situation.

Flying Thunder God: Guiding Thunder: This barrier is capable of warping away anything which comes in contact with it. The barrier has proven powerful enough to warp away techniques as destructive as a Tailed Beast Ball. Minato can utilize this technique to warp away attacks as widespread and powerful as Kakuzu’s Katon-Fuuton combination.

Spiraling Flash Super Round Dance Howl Style Three: This technique is in simplest terms a strategy that involves scattering kunai to maneuver more easily around enemies and attacks. Minato can utilize this strategic technique to avoid attacks that he might not be able to avoid quickly enough any other way, and can even augment this ability by hiding the kunai’s through out the trees of the area. Given the fact that the opponents are 30 meters away, Minato has more than enough time to prepare this attack, so this is more than likely the first route that he would take before heading towards the enemies to engage them. This allows him to engage them freely while assured that he escape a dire situation at a moments notice.

Rasengan: The Rasengan grinds into its target, propels them along the Rasengan's trajectory - either away from the user or into the ground beneath them - and at some point bursts, causing severe damage at the point of contact. This is the only form of attack Minato can utilize by himself, so this is the form of offense that he would use to attack his opponents. Minato is capable of using three of the five basic elements, one being Lightning Release. However, Minato does not have any canon technique that utilizes any of the five basic elements. Rasengan is a very strong form of attack, but considering that it lacks any nature transformation, it won’t do much against those with high durability and healing factors. Masked man took a Rasengan point blank, directly to his back, but was barely scaffed . Manga actually portrayed Tobi to have taken more damage from a bunch of fire tags than he did from Rasengan.

How the duo can counter each technique:

Flying Thunder God Technique: Using the Flying Thunder God Technique requires a massive amount of chakra. It took three Jonin’s to perform a single Flying Thunder God technique, when Minato could do the same thing by himself, multiple times. This fact leads us to believe that Minato has a massive amount of chakra reserved to continuously utilize Flying Thunder God. With this in mind, we also know that Kisame’s sword, Samehada, is capable of using an ability referred to as quasi-sensing. This ability allows Samehada to detect opponents with a significantly high amount of chakra. Minato can utilize the marking of his Flying Thunder God technique to avoid attacks, but considering that he has such large chakra reserves, Samehada will sense his presence and inform Kisame of his whereabouts, who will inform Kakuzu, so that the two can target his location and initiate their next attack. The Flying Thunder God technique also allows Minato to mark his targets and teleport to their side near instantaneously at any time he pleases. This will technqieu will not work on Kisame nor will it work on Kakuzu. Kisame, possessing the ability to abvsorb chakra, will just sterilize the marking by absorbing chakra from it and can do the same for Kakuzu. Kisame will know once he is marked, because Samehada will inform him of the foreign chakra present on Kisame’s body.

Flying Thunder God: Guiding Thunder: There really isn’t a way for Kisame and Kakuzu to counter this technique, other than ochestrating a collaborated attack in order to attack Minato while he performs the attack. Under the scenario that Minato uses Guiding Thunder, more than likely in order to combat Kakuzu’s Katon-Fuuton comnbination, Kisame could come by and suprise attack Minato, without putting himself in danger of Kakuzu’s attack, considering his healing factors, durability factors, and chakra-absorbing factors. While Minato may have the reflex and speed necessary to avoid this collaboration, it’s only a matter of time before Minato tires himself out and succumbs to a collaboration such as this, or even a more complex one.

Spiralling Flash Super Round Dance Howl Style Three: Utilizing Kisame’s sensory abilities, they can counter this the same way that they could counter the first Flying Thunder God technique.

Rasengan: Given what was said above, Minato’s rasengan doesn’t have that much destructive power to begin with. Factoring Kisame and Kakuzu’s massive durability feats makes being injured by Rasengan nearly impossible. Kisame himself survived having his ribcage blown out by an attack arguably much stronger than a base rasengan, and immediately healed from the damage. He even survived Hirudora whose explosion dwarfed the massive “Turtle Island” and was supposed to be a one-shot kill. He even had enough strength to potentially move his limbs afterwards, to which in reponse Gai punched him.
Kakuzu’s most notable feat was the very fact that his body was kept intact after being hit directly by a Rasenshuriken. And even though he did die, it only goes to show the durability of his body and its ability to endure a technique that causes damages on a cellular level, attacking the chakra circulatory system to such a degree that no amount of medical ninjutsu can heal it.

Why they ultimately lose:

These arguments are plotted on unstable theories and might conclude insubstantial. Not only that, but they don’t even factor in Minato summoning Gamabunta and the duo’s inability to defeat a creature of such massive proportions with their current restrictions taken into consideration. All in all, Kisame and Kakuzu can put up a decent fight, but considering Kisame’s restrictions and their lacking of speed, the duo are beaten at mid-high difficulty at most.

Kakuzu gets knocked spark out. Kisame takes a little longer to put down but Minato gets the job done. Kisame without the ability to create his own water source isn't going to push Minato to his absolute fullest.

Minato might not even be able to manage Kisame though.

Minato kills off Kisame by laying a Kunai, marking Samehada, warping away Samehada, and killing off Kisame via FTG Lvl 2. Kisame is severely outclassed and it's consistently illustrated how a massive disparity in speed conquer those with large-scale ninjutsu.

It's just hard believing a ninja capable of defeating Killer Bee and who could go toe to toe with Itachi is 'outclassed'. Just doesn't seem like the right word That's one of many scenarios you've listed but it's far from the only one.

And the speed > large-scale ninjutsu argument implies that Minato could defeat any tier character just through lazy usage of the idea of 'speedblitzing'. Speedblitzing can and has failed many times in the manga by ace reaction times, speed of their own, numbers and jutsu.

Naruto and Sasuke's crazy end-series speed did not save them against Obito nor Madara. Minato's speed blitzing did not save his arms or his soul against the death reaper.

Naruto and Sasuke's crazy end-series speed did not save them against Obito nor Madara. Minato's speed blitzing did not save his arms or his soul against the death reaper.

He defeated KB via water dome, a jutsu which is restricted by default due to his inability to create his own water source. If you truly believe this version of Kisame beats Minato alone then you're in over your head.

Minato stalemated both Raikage and Bee multiple times and was regarded as a ninja of unparalleled ninja by the same ninja (Jiraiya) that Kisame dejectedly admitted inferiority to. The only reason Kisame trounced Bee was due to a Jinchuuriki's natural characteristic of being coated in a massive armor of chakra which enabled Kisame to humiliate him via chakra absorption which isn't relevant here. Also, Kisame was not in Itachi's league, hardly.

Not every top tier, but he's above most Kages due to his preeminent speed, hinted many times within the manga.
